    シャロ:
    全部(ぜんぶ)(くば)()えるまで(かえ)ないわ」

    In this sentence, ()える is used because Syaro has to put in effort to complete the action. Rather than “when I finish handing out these fliers”, it has a connotation of “when I manage to finish”.

  • Managing to complete an action with ~終える

    To convey the completion of an action that required effort, ()える is attached to the stem of the verb.
