To convey the completion of an action that required effort, 終える is attached to the stem of the verb.
Usage
In spoken language, 終わる is used more commonly where 終える may be used when written.

Examples
Managing to distribute all fliers with 〜終える

Cocoa encounters Syaro handing out fliers for her part-time shop. Syaro says she cannot return (to the shop) until she finishes handing out all the fliers.”

- 「全部配り終えるまで帰れないわ」
In this sentence, 終える is used because Syaro has to put in effort to complete the action. Rather than “when I finish handing out these fliers”, it has a connotation of “when I manage to finish”.
